The Rhode Island hands-free and distracted driving statute
Under R.I. Gen. Laws § 31-22-30, drivers on public roads may not hold, support, or manually operate electronic communication devices while operating a motor vehicle on active roadways. Hands-free law with primary enforcement; moving civil violation.
Law enforcement officers throughout Rhode Island are authorized to issue citations whenever visual observation confirms prohibited device interaction. Permissible mobile use is generally restricted to manufacturer-installed integrated dashboard interfaces, single-tap voice activation, or true hands-free speakerphone arrangements mounted securely to the vehicle console.
