What makes New York different
The fine itself is a band rather than a figure. The Vehicle and Traffic Law fixes a range for each speed tier and the judge selects the amount inside it, so two drivers cited at the same speed in front of different judges can legitimately owe different amounts without either result being unusual.
And New York City is a different jurisdiction in practice. Moving violations inside the five boroughs are heard by the DMV Traffic Violations Bureau rather than by a criminal court, which removes the plea negotiation that drivers elsewhere in the state routinely rely on.
