What makes California different
The total is large because of how it is built. The underlying base fine for speeding is small; what sits on top of it is a stack of mandatory state and county assessments, each added by its own statute and applied as a multiple of that base. A driver reading the base figure in the Vehicle Code and the amount on the courtesy notice will not recognise them as the same ticket.
The second thing worth knowing before deciding anything: California lets you contest a citation entirely in writing. Most states have no equivalent, and it changes what the choice in front of you actually is.
