The Delaware hands-free and distracted driving statute
Under 21 Del. C. § 4176C, drivers on public roads may not hold, support, or manually operate electronic communication devices while operating a motor vehicle on active roadways. Hands-free law with primary enforcement; civil penalties without direct points.
Law enforcement officers throughout Delaware are authorized to issue citations whenever visual observation confirms prohibited device interaction. Permissible mobile use is generally restricted to manufacturer-installed integrated dashboard interfaces, single-tap voice activation, or true hands-free speakerphone arrangements mounted securely to the vehicle console.
